Kim Reynolds on target with plan for federal schools money

Iowa is asking the federal Department of Education for permission to ignore numerous rules about how over $150 million of federal education aid is spent annually. The evolving proposal has some problems, but Gov. Kim Reynolds is on the right track. Congress might need to act in the end, but one way or another Iowa’s plan should be allowed to take effect.
